倪嗣冲是皖系重要人物,把持安徽军政权柄近十年。倪嗣冲重视民生,主皖期间为了维护安徽稳定及巩固统治,实行一系列促进民生发展的措施,包括发展军警为民生提供保障;兴农以奠定民生之基;鼓励工商为民生提供必要的补充。对于解决人民基本的生存与生活问题,具有一定现实意义。对此研究,有助于公正、客观地认识倪嗣冲及民初的军阀政治。
Ni Si Chong is an important figure in Anhui Province, holding power in Anhui military for nearly a decade. Ni Si Chong values the people’s livelihood.
