随着我国经济和医疗技术的快速发展,我国的人民生活水平和人均寿命都得到了很大的改善,随着计划生育基本国策在我国的实行以来,虽然在人口控制上取得了一些成效,但在新时期的环境下,计划生育技术服务档案管理和新时期人口计划生育工作间存在着较多的问题。它与新环境下建立的人口和计划生育机制的要求不相符,存在着如:制度不全、保管不集中、归档不规范等问题。
