1.继续保持国有投资的适度规模。从我国目前情况来看,国有投资主要由国家预算内投资、政策性银行贷款、国家担保的主权外债、国有单位用于扩大再生产的投资等部分组成。国家计委宏观经济研究院投资所对今后一个时期保持国有投资的适度规模问题进行研究后,提出以下三个比例:(1)继续提高中央预算内投资占全社会投资的比重。今后保持中央预算内投资占全社会投资的3％～5％是必要的,在财力上也是可行的。(2)继续保持政府可支配财力占全社
1. Continue to maintain the proper scale of state-owned investment. Judging from the current situation in our country, the state-owned investment mainly consists of the investments made by the state budget, loans granted by policy banks, sovereign foreign debts guaranteed by the state, and investments made by state-owned units for expansion of reproduction. After studying the modest scale of maintaining state-owned investment in a period to come, the investment made by the State Development Planning Commission and the Macroeconomic Research Institute proposes the following three ratios: (1) Continue to increase the proportion of investment made by the central budget in the total social investment. In the future, it will be necessary to maintain 3% -5% of the investment made by the central budget in the whole society, and it is also feasible in terms of financial resources. (2) Continue to maintain the government’s total disposable income at the expense of the whole community
