社会法治包括正常状态下的社会法治和应急状态下的社会法治。这两个方面的法治建设对于中华民族的长治久安都必不可少。5月12日的汶川大地震,全国人民在党和政府的领导下进行了空前规模和卓有成效的抗震救灾活动。这次抗震救灾暴露了我国目前在抗震救灾中面临的法治问题,也为抗震救灾积累了丰富经验。我国是一个法治国家,救灾赈灾也属于社会法治的范畴。对于救灾赈灾和灾后重建中反映出来的任何社会问题,都应当予以重视,努力寻找体制、制度和机制的不足和缺陷,积累法治经验,不断完善正常情况下的社会法治和应急状态下的社会法治,这对以后更好地应对灾害,控制、减轻和消除灾害影响,更好地进行社会建设是非常必要的。为此,我们组织了有关专家座谈与此相关的问题。
Social rule of law includes the rule of law under normal conditions and the rule of law under emergency situations. The construction of the rule of law in these two aspects is indispensable to the long-term peace and stability of the Chinese nation. On May 12, following the Wenchuan earthquake, people across the country conducted an unprecedented scale and effective earthquake relief activities under the leadership of the party and the government. The earthquake relief has exposed the current problems of the rule of law in the earthquake relief in our country and also accumulated rich experience in earthquake relief. China is a country governed by the rule of law. Disaster relief also belongs to the category of social rule of law. We should pay attention to any social problems reflected in disaster relief and post-disaster reconstruction and strive to find the shortcomings and deficiencies of the system, system and mechanism. We should accumulate the experience of the rule of law and constantly improve the social rule of law under normal circumstances and the rule of law under the state of emergency This is necessary for better response to disasters, control, mitigation and elimination of disasters and better social construction in the future. To this end, we organized the expert discussion on this issue.
