我国职业资格证书制度采用政府主导的非竞争性集中管理方式,自运行以来,出现了一些突出的问题,如培训认证多部门管理、培训认证部门偏重认证经济效益、偏离企业的实际需要、证书的社会认可程度不高、无证就业现象比较普遍等。本文通过借鉴英国在职业资格证书制度上成功的经验,对发展和规范我国职业资格认证制度提出了几点看法。
China’s vocational qualification certificate system adopts the government-led non-competitive centralized management. Since the operation, some outstanding problems have emerged, such as multi-sectoral management of training certification, training and certification departments focusing on the economic benefits of certification, deviation from the actual needs of enterprises, and certificates Social recognition is not high, the phenomenon of undocumented employment is more common. In this paper, we draw lessons from the successful experience of the UK in the system of professional qualification certificates and put forward some views on how to develop and standardize our country’s vocational qualification certification system.
