威海、烟台二市进行了以校长负责制、教师聘任制、岗位责任制为主要内容的内部改革试点。从农村开始起步,威海市已有12个乡镇的中小学实行了“三制”,烟台市也有10所农村中小学进行了试点。主要做法:一是选好校长。由乡镇教委组成招聘审核委员会,负责提名校长候选人,交全乡镇教职员工讨论。候选人要在限定时间内进行演讲答辩,再民主评议,由教职工以投票方式进行差额选举在此基础上
The Weihai and Yantai cities conducted internal reform pilots based on the principal responsibility system, teacher appointment system, and post responsibility system. Starting from the rural areas, 12 primary and secondary schools in Weihai have implemented the “three systems” and Yantai has 10 rural primary and secondary schools to conduct pilot projects.
