以贤能治国,在某种意义上可以视为儒家的政治理念。儒家对贤与能既作了不同定位,又关注其统一。较之政治领域中的体制、程序,贤能更多地与人的内在品格、能力相联系。与此相联系,肯定贤能在政治实践中的作用,对于避免仅仅将政治的运作限定于体制、程序等形式的层面无疑具有积极的意义。当然,贤能作为个体性的品格和能力,其作用本身无法完全与体制、规范、程序等相分离,贤能者本身之进入政治实践的领域以及对其可能产生的消极趋向的限定,也需要体制、程序等层面的担保。由此实践主体层面的贤能与政治体制层面的程序系统并非彼此相斥。

Thus, the virtues at the practical level and the procedural systems at the political system level are not mutually exclusive.
