过去二十余年来,台北市积极以大众运输优先作为交通主轴政策,持续推动大众运输发展,改善了台北市大众运输系统的服务质量,有效的减少交通阻塞与环境污染,并大幅提升全市的大众运输使用情形。台北都会区捷运第二阶段路网正陆续建设与营运,而随着温室气体排放、化石能源消耗、全球气候变迁日趋恶化,面对近两年油价高涨,台北都会区唯有仰赖大众运输为最佳运输服务,外在环境的变迁也提供大众运输持续改革的契机与动力,台北市政府因应未来大众运输系统永续发展的考虑,加强捷运与公交车系统相辅相成,并运用一套可行的执行策略,让台北市加速迈向一个人本优质、永续发展的世界级都会。
