日前,财政部等六部门发布了《关于进一步规范地方政府举债融资行为的通知》,通过整改地方政府融资担保行为、融资平台融资管理、规范政府与社会资本方的合作行为、地方政府举债融资机制、跨部门联合监测和防控机制、信息公开六个方面,划定地方政府的举债融资行为边界。引人注意的是,《通知》提出了完善地方政府债务信息公开制度:县级以上地方各级政府应当重点公开本地区政府债务限额和余额以及债务规模、种类、利率、期限、还本付息、用途等内容;省级财政部门应当参考国债发行做法,提前公布地方政府债务发行计划。
