小浪底土建工程二标由中、德、意联营体(CGIC—JV)中标后,经过竞争由陕西省水电工程局分包,合同总价10220万元人民币。分包合同按国际惯例,采用总价投标决标,按单价估算。合同管理工作分签订管理和履行管理两个阶段,严格执行国际惯例,采用FIDIC条件进行管理。本合同于1994年9月8日正式签订,9月30日一期工程开工,到1997年10月31日全部终结。本合同实施一年多来,运作情况良好;已经发生的不利外界障碍、设计变更、其他原因而引起的索赔都取得了共识。
