地域面积占到深圳近一半的龙岗区,现有外商投资企业6000余家,外来工80万人,这些企业分布在全区90个村所辖的范围之内。一些企业受到利益驱动,外来工权益受到侵害的事件时有发生,尽管各级工会和劳动部门做了大量的调解工作,但每年劳资纠纷仍为数不少,个别企业侵权现象还较严重。为了从根本上维护外来工合法权益,龙岗区劳动局在区委区政府的支持下,积极探索,1998年与区总工会联手跳出一家一家企业签订集体合同的“一对一”模式,率先在布吉镇坂田村推行区域性集体合同
Its geographical area accounts for nearly half of Longgang District in Shenzhen. At present, there are more than 6,000 foreign-invested enterprises and 800,000 migrant workers. These enterprises are distributed within 90 villages under the jurisdiction of the entire district.
