对于科技创新,目前可谓达成了高度一致的共识,依靠科技创新发展经济已成为新潮流和大趋势。前不久去拜访一位从中科院出来创业当企业老总的朋友,这位仁兄是位技术狂人,对于技术的追求胜过经营企业。他是搞煤制油的,技术处于国内领先水平,也跟央企合作过。他的感受是央企很强势,合作之后,会把别人提供的技术理所当然地归于企业所有;而且还为双方的进一步合作设置障碍,试图借重复研发夺他人之知识产权。
