为科学合理地评价区域水利现代化水平,结合水利现代化的内涵和发展目标,构建以防洪减灾能力、水资源供给与效率水平、河道水质与水生态状况、农田水利保障能力、水管理能力、发展保障能力为六个准则的评价指标体系。以江苏省东台市为例,选取23项评价指标,利用改进模糊层次分析法计算各指标权重,通过模糊综合评判法对其水利现代化水平进行评价。结果表明,利用该指标体系进行评价的结果与东台市水利现代化发展水平相符,可以作为东台市水利现代化建设的依据,同时也可为水利现代化评价指标体系的建立提供一定借鉴。
In order to scientifically and reasonably evaluate the level of regional water conservancy modernization and integrate the connotation and development goals of water conservancy modernization, we should build a scientific and rational water conservancy project with flood control and disaster reduction capability, water supply and efficiency level, water quality and aquatic ecology, farmland water conservancy support, water management capacity and development support Competency is the evaluation index system of six criteria. Taking Dongtai City of Jiangsu Province as an example, 23 evaluation indexes were selected, the weight of each index was calculated by improved fuzzy analytic hierarchy process, and the level of modernization of water conservancy was evaluated by fuzzy comprehensive evaluation. The results show that the result of evaluation using this index system is in line with the level of modernization of water conservancy in Dongtai City, which can be used as the basis for the modernization of water conservancy in Dongtai City and at the same time provide some reference for the establishment of water conservancy modernization evaluation index system.
