（一）符合循环经济运行机理的原则。基于循环经济的绿色税收应遵循循环经济的“减量化、再利用、资源化”的原则，将资源环境作为“资本”和“生产要素”纳入经济制度和运行机制中，通过税收与市场机制的调节，使循环经济的源削减、过程控制、再利用、再资源预防柳制得以实现。
