随着我校多元化办学格局的日益深化,对教育、教学和管理人才的需求也日益加剧。由于受事业单位编制的限制,以及降低人工成本的要求,面对需求人员的短缺,我校只能大量引进非在编员工来补充。随着非在编员工的不断增加,对非在编员工的管理问题也日益突出。两种不同用工模式的存在,非在编人员在薪酬福利待遇、管理等方面都与在编人员存在较大差异。如果不规范对非在编人员的管理,不对非在编人员的职业发展通道和相应的薪酬体系进行设计,将会影响到非在编员工的稳定和工作的积极性,进而影响到我校各项任务的完成。
