本文首先探讨了框架协议采购模式与传统的“一单一签”模式的区别。讨论了推进框架协议采购的基本原则。对如何推进框架协议进行了策略分析,企业首先应成立采购决策和执行分开的团队架构,建立规章制度,确定框架协议采购的合规性和主体地位。其次应梳理框架协议采购的操作流程,一是确定需求来源,二是协议如何签订,三是协议如何执行及管理。最后企业应采取措施,如制定采购框架协议文本模版,减少法律风险。
This article first explores the difference between the framework agreement procurement model and the traditional “one single sign” mode. Discussed the basic principles for procuring framework agreements. The strategic analysis of how to promote the framework agreement, enterprises should first set up procurement decisions and execute a separate team structure, establish rules and regulations, to determine the framework agreement procurement compliance and the dominant position.
