城市商品性住房价格问题凸显了中央政府与地方政府以及金融机构、房地产商之间的利益博弈。近来,学界和业界对于行政指令性干预与调控在遏制房地产市场投资和投机、促进住房价格合理回归中的作用有所反思。本文以最具有典型性的北京商品性住房市场为例,借鉴博弈论的观点分析了保障性住房建设在平抑市场、促进房地产业健康发展中的作用,提出了提高地方政府投资保障性住房建设的积极性,加强对保障性住房建设的行政问责等意见建议。
The issue of urban commercial housing prices highlights the interest game between the central government, local governments, financial institutions and real estate developers. Recently, academia and the industry have made some reflections on the role of administrative directive intervention and regulation in curbing real estate market investment and speculation and promoting a reasonable return of housing prices. Taking the most typical Beijing commercial housing market as an example, this paper analyzes the role of affordable housing in stabilizing the market and promoting the healthy development of real estate from the perspective of game theory. It puts forward some suggestions to improve the investment in affordable housing by local governments Enthusiasm, strengthen the construction of affordable housing administrative accountability and other opinions and suggestions.
