“今天你被‘阳光’了吗?”今年7月以来,在北京市一些年轻公务员中间,悄悄流传着这样一条手机短信。7月初,北京市海淀区年轻公务员杨俊(化名)从在市劳动局工作的同学那里也收到了这条短信。这是啥意思?一贯老实埋头工作的杨俊莫名其妙,打电话过去问。“傻瓜,咱们要实行阳光工资啦,据说每月至少涨八九百!”同学在电话里喊道。十多天过后,杨俊拿到了自己的工资单。谜底揭开了,果然如他这位消息灵通的老同学所言,这个月他的工资名目少了很多,但总的钱数比上月增加了近700元。杨俊收入的增加,得益于北京市刚刚启动的“阳光工资”改革:把公务员的所有收入公开化、透明化。事实上,这场政府主导的公务员薪酬改革,显然具备复杂的涵义,官方语言对此的描述是“清理整顿机关津贴、补贴、奖金,规范公务员收入”——公务员收入的行业差、地区差,收入的不透明,津贴、补贴、奖金等众多“隐性”收入,都成为这场改革指向的对象。
