我们石家庄市造纸厂是从1984年5月开始实行承包经营责任制的。在石家庄市,这是第一个由个人承包的国营企业。几年来,我们以承包为启动器,先使企业动起来,然后再重点抓经营管理,使企业面貌发生了巨大变化。1987年我厂实现利润341万元,是1984年承包前制定的年利润计划的20倍;实现产值1800万元,比1984年翻了一番;出口产品的产量也由1984年的300吨,增长到1500吨。以上效益是我们在克服402万元减利因素的情况下取得的。在实践中我们体会到,企业必须摆脱行政附属物的地位,才能真正成为具有自主经营、自负盈亏、自我积累、自我改造、自我发展能力的经济实体。也就是说,只有两权分离,企业才能腾飞。
