党的基层组织是党全部工作和战斗力的基础,基层党组织建设是党的建设伟大工程的重要组成部分。党的十七届四中全会通过的《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》(以下简称《决定》)在阐述基层党组织建设时明确指出:“党的基层组织要适应新形势新任务的要求,创新活动内容方式,找准开展活动、发挥作用的着力点,在扩大党员参与面、提高实效性上下功夫,增强创造力、凝聚力、战斗力。”
