苏尼特左旗位于祖国北部边疆,1986年组建了旗总工会俱乐部。该部设备简单,职工3人,以勤俭办企事业为指导思想。三年来,他们取得了“两个效益”,实行了自负盈亏。被旗党委、旗人民政府命名为《文明单位》,该俱乐部主要特点有以下几点。第一、旗总工会与俱乐部混为一体,符合牧区特点,牧区旗县的特点是:以牧业为主,职工少,经费少,旗总工会与俱乐部混为一体,有利于工会工作群众化、民主化;有利于把俱乐部办成职工的“学校”和“乐园”。遇到大事,由两位主席商议;遇到难题,全体职工一起合议,机关和活动场所团结气氛浓,每个人都是一专多能。
