盖县熊岳镇西关村农民栾焕胜与其父同居二间半房屋,1985年经申请,又获得四间房基地。1986年其父病故,栾将镇政府批给的四间房打好基础,以7700元卖给本镇胜利村农民林奇春。林买后又因地点不如意以9000元转卖给本村农民徐起胜。今年初,熊岳镇政府依据国务院1982年发布的《村镇建房用地管理条例》,没收栾焕胜倒卖房基地非法收入7700元,并罚款800元;没收林奇春转卖房基地非法所得1000元,并罚款400元;考虑到徐起胜确无住房,罚款400元,并令其按规定交纳占地费和管理费。
