沈阳市新城子区望宾乡把全乡原生产队的集体资金集中起来,成立合作基金会,实行一种新的集体资金管理形式。合作基金会为资金联合企业性质,凡集资单位都为本会会员,由会员代表大会选举产生理事会,由理事会聘请经理,副经理和工作人员。该会目前与乡经营管理服务站联合办公。不论任何人任何单位使用资金都实行有偿有息制度,对本会成员的一股性生产贷款按四厘八付息,长期开发性生产贷款和需要扶持的特殊商品性生产贷款按三厘六付息,对外单位和个人贷款,一律按银行现行贷款利息付息。同时,对本会成员投入的资金一律实行付息、分红制度。在资金的使用上坚持为本会会员生产服务和生活服务,并重点用于以下四个方面:(1)扶持专业户、重点户和各种开发性生产项目。(2)扶持产品有竞争能力,经济效益
