专题动机珠江是我国仅次于长江的第二大流量的江河,水资源十分丰富, 具有发展水运得天独厚的条件,是全国内河航运资源条件最优越的区域之一, 但由于种种原因,我省内河航运与其他运输方式相比发展相对缓慢,时至今日,珠江三角洲骨干航道网尚未形成,广东作为水运大省水运量占综合运输量份额不到二成。随着经济的快速发展,我省运输能力不足的矛盾将会越来越突出,而内河航运具有投入少、运量大、占地少、成本低、效益好等其他运输方式所不具备的优势。在综合交通协调发展中发挥着有相当重要的作用。去年5月,中共中央政治局委员、省委书记张德江、省长黄华华和交通部长张春贤一起视察了我省珠江航道,共同提出了加快我省内河航运发展的重大战略。今年5月11日,黄华华省长率领省委省政府领导到广东省航运企业集团作调研,对广东航运发展作了重要指示。根据省委省政府的指示精神,广东近期陆续出台了《广东省内河航运发展规划》、《珠江三角洲航道建设项目实施意见》和《珠江航运结构调整意见》等重要文件,在未来10～20年内,国家和省将斥巨资建设珠江三角洲高等级航道网。政府这种前所未有的高度重视让航运业界深受鼓舞,作为珠三角地区的水运龙头企业,省航运企业集团将承担起这场前所未有的改革发展的主要任务,下一步该集团将有何发展大计?对整个内河航运格局将带来怎样的影响?

Up to now, the backbone channel network of the Pearl River Delta has not yet formed. As a major water-transport province, Guangdong accounts for less than 20% of the total volume of water transport. With the rapid economic development, the contradiction of lack of transport capacity in our province will become more and more prominent, while the inland shipping industry has the advantages of less investment, heavy traffic, less land occupation, low cost, good efficiency and other modes of transport . In the coordinated development of integrated transport plays a very important role. Last May, Zhang Dejiang, governor of the CPC Central Committee Political Bureau and provincial party secretary Zhang Hua, Governor Huang Huahua and Transport Minister Zhang Chunxian inspected the Pearl River Waterway in our province and jointly proposed a major strategy to speed up the development of the inland navigation in our province. May 11 this year, Governor Huang Huahua led the provincial party committee and government leaders to the shipping company of Guangdong Province for research, the development of shipping in Guangdong made an important directive. According to the directives of the Provincial Party Committee and Provincial Government, Guangdong recently issued important documents such as the “Plan for the Development of Inland Waterway Shipping in Guangdong Province, Opinions on the Implementation of Waterway Construction Projects in the Pearl River Delta Region, and the Opinions on Structural Adjustment of Shipping in the Pearl River Delta.” In the next 10 to 20 years , The state and the province will spend huge sums to build a high-grade waterway network in the Pearl River Delta. The unprecedented attention paid by the government to the shipping industry is greatly encouraged. As the leading enterprise for water transport in the Pearl River Delta Region, the provincial shipping enterprise group will assume the major task of this unprecedented reform and development.
