应对全球气候变化挑战,发展低碳经济,引起了世界各国广泛关注。中国政府自主承诺减排目标,积极采取措施,推进低碳经济发展。英国政府在推进低碳经济发展中起着引领作用,美、日政府尚未明确承诺减排目标,理应承担经济大国的减排义务。中国政府将采取以政府为主导、企业参与和市场运作的良性互动机制,制定正确的策略,推进低碳经济的发展。
Addressing the challenges of global climate change and developing a low-carbon economy has drawn wide attention from all countries in the world. The Chinese government has voluntarily committed its emission reduction targets and took active measures to promote the development of a low-carbon economy. The British government plays a leading role in promoting the development of a low-carbon economy. The United States and Japan have not yet made a clear commitment to reducing emissions and should assume the emission reduction obligations of big economies. The Chinese government will adopt a benign interaction mechanism based on the government, enterprise participation and market operation, formulate the correct strategy and promote the development of a low-carbon economy.
