目的分析县区级妇幼保健机构运营效率,讨论其发展过程中存在的问题,为促进基层妇幼保健机构科学发展提供理论依据。方法通过2013年度《全国妇幼卫生机构管理信息网络直报系统》选取黑龙江省13个市的126所县区级妇幼保健机构资料,利用DEA方法中的CCR与BCC模型对其运营效率进行分析。结果县区级妇幼保健机构资源匮乏,整体运营效率较低。综合技术效率和纯技术效率有效的分别只占6%和12%;60%以上机构规模效率处于较高水平,80%以上机构纯技术效率处于低水平;处于规模效率递增的机构74所,占58.73%,规模弹性值较高。结论提高基层妇幼保健机构服务水平,需要提高科学化管理水平,科学合理地增加资源投入,注重技术和规模的协调发展。
Objective To analyze the operational efficiency of MCH institutions at county level and discuss the problems in their development so as to provide a theoretical basis for promoting the scientific development of MCH institutions at grassroots level. Methods Data of 126 county-level MCH institutions in 13 cities of Heilongjiang Province were selected from the 2013 National MCH Management Information Network Direct Reporting System. The operational efficiency was analyzed by using the CCR and BCC models of DEA method. Results County-level MCH institutions lack of resources, the overall operating efficiency is low. Only 6% and 12% of the total technical efficiency and pure technical efficiency are effective; 60% of the above institutions are at a high level of scale efficiency while 80% of the institutions are purely technical ones at a low level; 74 institutions are in increasing scale efficiency, accounting for 58.73%, scale elasticity value is higher. Conclusion To improve the service level of MCH institutions at the grassroots level, it is necessary to raise the level of scientific management, increase resources input scientifically and rationally, and pay attention to the coordinated development of technology and scale.
