黑社会性质组织以暴力、威胁或其它手段,有组织地进行违法犯罪活动,严重破坏经济、社会生活秩序。高级形态的黑社会性质组织与经济组织的关系更加密切,它们大都隐藏在一般经济组织之中。黑社会性质组织的骨干分子同时又是经济组织的首脑。在使用暴力方面,黑社会性质组织使用暴力的次数不再像以前那样频繁,但是目标更明确、针对性更强、手段更残忍。在新的形势下,要想有效打击黑社会性质组织,就要准确把握其新的特征,在经济方面寻找突破口。
