开发人力资源,提高人力资本的效益是可持续发展战略的中心问题。知识的质和量构成知识经济所需要的人力资本和再生资源,知识的产生、积聚、更新直接依赖于教育,教育是人力资本投资的主要途径。传统的正规的学校教育实现人力资本的原始积累,完善的终身教育体系实现人力资本的增值、储存和重组。
Developing human resources and improving the efficiency of human capital are central issues in the strategy of sustainable development. The quality and quantity of knowledge constitute the human capital and renewable resources needed for knowledge economy. The generation, accumulation and renewal of knowledge depend directly on education. Education is the main way of human capital investment. Traditional formal school education to achieve the original accumulation of human capital, improve the system of lifelong education to achieve the appreciation of human capital, storage and reorganization.
