就目前我国申报非物质文化遗产的情况来看,几乎所有项目的申报主体都是文化事象所在地的县级政府及文化部门。作为县级政府应该如何对待本区域内存在的文化遗产,是应该作为协调者,协调组织深入挖掘文化事象的内涵,真正有效地保护文化遗产;还是作为主导者,过度开发乃至创造地方文化,让文化遗产成为招商引资的幌子招牌。历史文化资源在现代市场经济与消费结构中的开发价值和经济潜能有限,不能承载过度的利益预期,应该倡导“保护为主,开放为辅,保护式开发”。
At present, China declares the situation of intangible cultural heritage point of view, almost all the subjects of the declaration are the cultural events where the county government and cultural departments.
