改革开放以来,我国在硬实力建设的同时,软实力建设也取得了较大进步。新时期国家综合实力的提升对软实力提出了更高的要求。提升软实力发展战略是一个系统工程,需要在准确掌握软实力发展现状和科学把握提升软实力基本规律的基础上,着力构建以核心价值体系建设、城市精神培育、教育优先发展、科技创新推广、人才队伍培养、文化发展繁荣、发展环境优化和城市形象塑造为主要内涵的提升软实力发展战略的系统工程,进一步增强经济建设和社会发展的创新力、吸引力、凝聚力、影响力。
