公文是党政机关、群众团体、企事业单位为处理公务而形成的文字材料。公文处理,包括公文形成、公文办理、公文管理三个相互衔接的工作环节,这三个环节都必须以发挥公文效能为工作的根本目的。一、公文办理必须服务于公文效能的发挥公文办理,是指公文形成后按照一定的程序在机关和单位内部运转的过程。从公文形成之后到公文归档管理之前,即为公文办理环节。公文办理主要包括两方面的工作:一是收文办理,二是发文办理。
