本文所称的监督职能,是指档案行政管理监督职能和含有档案行政执法性质的监督职能。《档案法》的颁布实施,开辟了我国档案工作依法治档的新纪元,把中国的档案事业推入了法制的轨道。有法必依、违法必究是我国社会主义法制建设的根本点。但是,有法必依关键还在于执法必严。强化档案行政管理,加强执法监督是档案法制建设的首要问题。目前,我国各行业都已建立了较完善的自我执法监督制度,如卫生监督、财政监督、城市建设监督等等。档案行政管理,过去也曾有自我监督职能,但只是作为档案行政调控和业务指导的主要手段,还没有成为档案行政执法监督的实体,还有待从监督的范围与职能上进一步扩充与完善,使之制度化,成为保障我国档案法贯彻的重要手段。一、档案行政监督的必要性及特点。监督与监察工作历来是国家行政管理的重要组成部分。国家档案行政管理工作亦如此,同样不可缺少这种职能。档案行政监督,是指国家管理档案事业的行政职能机关,为保证国
