当今我国经济发展步伐加快,进入了一个新的台阶。我国加入世贸组织以来,经济改革的节奏也在加快,国企改革,国家对若干经济领域的放开无不释放出政府改革的讯号。而作为我国行政体制中重要力量的事业单位在这股改革大潮中更加首当其冲。而我国的事业单位由于旧有体制的束缚,在人力资源管理上存在很多问题,现状不容乐观。在现在社会主义市场经济的激烈竞争之下,有必要引进一些现代企业的人力资源管理方式进入事业单位之中,以此来提高其工作效率,提升其社会形象,比如绩效考核。
Today’s economic development in our country is accelerating and has entered a new stage. Since China’s accession to the WTO, the pace of economic reform has also accelerated. State-owned enterprise reform and state liberalization in a number of economic fields are all signals of government reform. As an important force in the administrative system in our country, this institution is even more responsible for the reform tide. However, due to the shackles of the old system in our country, there are many problems in human resource management, and the current situation is not optimistic. In the current fierce competition in the socialist market economy, it is necessary to introduce some modern enterprise human resources management into the institutions, in order to improve their work efficiency and enhance their social image, such as performance appraisal.
