为了更好地贯彻落实党中央、国务院、中央军委关于新时期国防后备力量建设的方针、原则和指示,适应发展社会主义市场经济和落实军委新时期战略方针的新形势,加强民兵质量建设,经中央军委批准,总参谋部、总政治部制定了《关于深化民兵工作调整改革的意见》,并对如何实施调整改革工作做出了具体部署。这是新形势下加强国防后备力量建设的重要举措,是民兵建设上的一件大事。广大民兵要在地方党委、政府和军事机关的领导下,认真学习领会上级指示精神,统一思想,明确任务,积极支持和参加调整改革,为加强新时期国防后备力量建设贡献力量。
