自从1981年11月召开第一次黄河中游水土保持委员会会议以来,已经过去了五年。五年来,黄河中上游地区的水土保持工作,在整个国民经济大好形势的推动下,出现了突破性进展。每年实际完成的初步治理面积逐步上升,各项水土保持措施的质量有了明显的提高,水土保持在为当地增产和为黄河减沙两个方面都起到了越来越明显的作用。大量事实说明,“六五”期间黄河中上游的水土保持工作,在总结三十年来经验教训的基础上,进入了一个稳步发展的新阶段,是建国以来最好的发展时期。
Five years have passed since the first meeting of the Commission of Soil and Water Conservation in the middle reaches of the Yellow River in November 1981. Over the past five years, the soil and water conservation work in the middle and upper reaches of the Yellow River has undergone a breakthrough with the promotion of the excellent situation in the entire national economy. The actual area of initial treatment actually completed each year gradually increased, the quality of various soil and water conservation measures has been significantly improved, and soil and water conservation has played an increasingly significant role both in increasing output and reducing sediment in the Yellow River. A large number of facts show that the work of soil and water conservation in the middle and upper reaches of the Yellow River during the “6th Five-Year Plan” has entered a new stage of steady development based on the lessons learned from the past three decades and is the best period since the founding of the People’s Republic.
