随着经济、社会的快速发展,特别是农村市场化、工业化、城市化进程的加快,我国县乡两级行政管理工作出现了许多新的变化,乡镇经济体制和政府职能发生了很大转变,乡镇规模偏小、人口偏少、布局不合理的问题日益突出。为此,近年来,一些省、自治区、直辖市相继开展了以撤并乡镇、扩大乡镇区域规模为主要内容的乡镇行政区划调整工作。截止到今年10月,全国有14个省、自治区、直辖市已经完成或基本完成了这项工作,占45.1%,正在实施的有6个,其他尚未进行的省、自治区、直辖市也基本上做好了前期准备工作,计划于明年完成。 实践证明,根据经济和社会发展的需要,适时、合理地调整乡镇规模和布局是非常必要的。乡镇行政区划调整有利于精简机构,减少乡镇行政人员和财政开支,减轻农民负担;有利于优化小城镇体系结构,进一步加快城镇化建设步伐;有利于拓展农村经济发展空间,优化资源配置,增强乡镇的调控能力,从而推动农村经济和各项社会事业的发展。
