农业保险是一种通过保险的商业化手段来管理农业中存在的各种风险的制度安排,其在农村经济发展中的地位越来越重要,可以有效帮助政府减轻灾害补贴压力,帮助广大农民减轻农业风险的损失,在WTO框架下,是政府应对国际竞争、扶持和保护农业发展的重要措施。我国的农业保险经历了四个阶段的发展历程,在现阶段还存在许多亟待解决的问题,必须要由政府提供适宜的环境,主要依靠商业保险公司的商业化运作来谋求发展。
