20世纪90年代以来,我国高速公路建设一直处于快速增长期,截至2006年底,全国高速公路通车里程达到4.1万km。从目前情况看,我国1998年前建成的高速公路已全面进入大修期,1998年加快建设后建成的大量公路也普遍进入维修养护期。有2方面原因:(1)行驶车辆增加较快,社会公众和道路使用者对高速公路路况有了更高的需求,要求实现快速、畅通、安全、舒适、经济的使用功能;(2)高速公路在使用过程中,其路基路面及桥梁设施、交通工程设施、服务设施等,会因自然因素、行车荷载及其相互作用而导致公路技术状况的逐渐衰减,造成高速公路服务水平的逐步下降。因此,在高速公路交付使用后,仍需继续投入大量的资金对各种设施进行维护,使高速公路保持较高服务水平。
