中国特色社会组织是以中国特殊的基本国情为逻辑起点,以马克思主义社会组织理论为指导,涵盖了非政府组织和非营利组织等多种第三部门组织,具有中国社会属性的一种组织形态。中国特色社会组织是“第一要义、价值核心、根本目标、基本要求”四大内容有机结合的统一体系,社会性是第一要义,以人为本是价值核心,实现社会和谐是根本目标,非政府性、非营利性、自治性和志愿性是基本要求。厘清中国特色社会组织的内涵,构建中国特色社会组织体系,是实现国家治理体系和治理能力现代化的重要路径。
Social organizations with Chinese characteristics are based on China’s special basic national conditions as a logical starting point and under the guidance of Marxist theory of social organization. They cover various third sector organizations such as non-governmental organizations and non-profit organizations, and have an organizational form of Chinese social attributes . The social organization with Chinese characteristics is the unified system of organic integration of the four main contents of “the first essence, the value core, the fundamental objective and the basic requirements”. Sociality is the first principle and people-oriented are the core value. The realization of social harmony is the fundamental goal. Government, non-profit, autonomy and volunteerism are basic requirements. To clarify the connotation of social organizations with Chinese characteristics and construct a social organization system with Chinese characteristics is an important way to realize the modernization of the state governance system and governance capacity.
