现代社会多元治理的发展已经逐渐出现了混合治理的局面,即各治理主体形成一种交叠、互嵌与竞争的关系,并由此提高治理绩效。混合治理有助于理解地方治理创新的复杂性。温州在推进社会组织发展的政策创新中呈现出了类似混合治理的格局,这种治理格局既是目前体制路径依赖的产物,也顺应了现代治理发展的方向。但社会组织的发展和混合治理的多主体良性互动是一个渐进的发展过程,因此需要理性认识地方政府在推进社会组织的发展中政策运用的作用和限度。
The development of multi-governance in modern society has gradually emerged as a hybrid governance situation, in which the various governance entities form a relationship of overlap, mutual embedding and competition, and thus improve governance performance. Mixed governance helps to understand the complexities of local governance innovation. Wenzhou has shown a pattern similar to hybrid governance in its policy innovation in advancing the development of social organizations. This pattern of governance is not only the product of the current institutional path dependence, but also follows the direction of the development of modern governance. However, the development of social organizations and the multi-agent benign interaction of mixed governance are a gradual process of development. Therefore, it is necessary to rationally understand the roles and limitations of local governments in promoting the application of policies in the development of social organizations.
