李鹏副总理在全国第六次节能月活动中指出:节能工作改革的中心是不能光靠行政办法,而是更多地用经济办法来调动能源使用者的积极性,推动节能工作。去年,一些地区部门和企业在试行多种形式的节能经济承包,用经济办法促进节能方面,做了很多有益的探索。已经试行的节能经济承包,有能源(或节能)量的承包;节能技术改造项目设计、施工的承包;高耗能产品的能耗承包以及无泄漏的承包等等。这些单位的实践证明,承包出效益。承包以后,过去节能工作落后受罚的企业,变成了能源优先供应的先进单位;拖了几年未动工的技术改造项目,很快完成了设计,大大加快了施工进度;原先多处雾气缭绕、滴油淌水的工厂,被评为无泄漏企业。节能经济承包给这些单位的节能工作带来丁可喜的变化。本期发表的中国船舶总公司付总经理胡传治和常州市付市长韩兆春在全国第六次节能月电话会议上介绍的经济承包经验,按照合同中的包、保、奖、罚规定,把节能工作的职、责、权、利紧密结合起来,具有责任明确,赏罚分明,制约性强的特点。它打破了“大锅饭”式的旧式行政管理办法,有效地调动了企业和职工节能的积极性,收到了较好的经济效益,这说明用经济办法促进节能是行之有效的管理措施。今后我们还要进一步大胆实践,宣传、推广这方面的经验,希望各用能单位以改革精神,不断创新,努力完善各种形式的节能经济承包,更广泛地运用多种经济办法,如调整能源价格和能源比价、发放贴息或低息节能贷款、改进节能奖惩办法等,充分发挥经济杠杆的调整作用,促进节能工作继续深入发展。
Vice Premier Li Peng pointed out during the Sixth National Energy Conservation Month campaign in China that the center of energy saving reform is not relying solely on administrative measures. Instead, it uses more economic methods to mobilize the enthusiasm of energy users and promote energy conservation. Last year, some regional departments and enterprises tried many ways to implement energy-saving economic contracting, and they did a lot of useful explorations in economic methods to promote energy conservation. Energy-conservation economic contracts that have been tried out, energy (or energy-saving) contracting; design of energy-saving technological transformation projects, contracting of construction; energy-consumption of high-energy-consumption products, contracting without leakage, and so on. The practice of these units proves that the contractor benefits. After contracting, enterprises that had been penalized for energy conservation work in the past have become advanced units that have prioritized the supply of energy; they have dragged on a few years of unfinished technical renovation projects, and they have completed the design quickly, greatly speeding up the construction schedule; the original many mists, The drip-dip plant was rated as a non-leakage company. Energy saving and economic contracting has brought about Dingxi’s changes to the energy conservation work of these units. The economic contracting experience introduced by Hu Chuanzhi, general manager of China Shipbuilding Corporation and Mayor Han Zhaochun, paid by Changzhou City in the current issue, will be based on the contracting, insurance, award, and penalty regulations in the contract for the economic contracting experience. The job duties, responsibilities, rights, and benefits of work are closely integrated, with clear responsibilities, distinct rewards and punishments, and strong restrictions. It broke the “big pot rice” type of old-style administrative management measures, effectively mobilized the enthusiasm of enterprises and workers for energy conservation, and received good economic benefits. This shows that using economic methods to promote energy conservation is an effective management measure. In the future, we will continue to boldly practice, publicize and promote this experience. We hope that all energy-using entities will continue to innovate in the spirit of reform, strive to improve various forms of energy-saving and economic contracting, and use more extensive economic methods, such as adjusting energy sources. Price and energy prices, issuing discount interest or low-interest energy-saving loans, improving energy-saving incentives and penalties, and so on, give full play to the adjustment role of economic leverage, and promote the continued in-depth development of energy conservation.
