党的十六大报告确立了全面建设小康社会的目标,其中包括“社会主义民主更加完善,社会主义法制更加完备,依法治国基本方略得到全面落实,人民的政治、经济和文化权益得到切实尊重和保障。”而实现这一目标的关键在于依法行政。当前,我国的依法行政工作还存在着很多问题,严重干扰和影响着依法治国方略的全面落实,必须采取切实有效的措施加以改进。
