毋庸置疑,中国能源形势面临前所未有的严峻挑战。原油对外依存度居高不下,供求矛盾更加突出;能源结构不合理,利用效率一直处于较低水平;资源争夺日趋激烈,能源空间受到严重挤压;定价机制呆板,加剧了市场风险……一系列涉及国家经济发展的能源血脉问题,都必然使能源话题成为党的十八大报告一大看点。基于此,胡锦涛同志在党的十八大报告中关于能源发展、能源安全的重要论述,意义重大,影响深远。
There is no doubt that China’s energy situation is facing unprecedented harsh challenges. Crude oil is highly dependent on foreign countries, and the contradiction between supply and demand is more prominent. The energy structure is irrational and the utilization efficiency has been at a low level. The competition for resources has become increasingly fierce and the energy space has been severely squeezed. The price fixing mechanism has aggravated the market risk. The energy and blood issues that involve the economic development of the country inevitably make the topic of energy a major part of the party’s report on the 18th National Congress of the Communist Party of China. Based on this, Comrade Hu Jintao’s important expositions on energy development and energy security in the 18th National Party Congress report are of great significance and profound influence.
