完全意义上的区域合作实质上不是由政府独家完成的。在区域发展中,非政府组织是一种极为有效的制度资源,更有其难以替代的优势。本文倡导建立一种非政府组织合作与政府间合作的伙伴关系。这种伙伴关系希望能够利用非政府组织边界模糊、结构灵活、手段弹性、包容性强、成员异质性高等特点,化解政府间合作中存在的种种矛盾和问题。非政府组织的参与将充分依赖政府间合作已形成的基础和积累的成果,按照中央关于长三角发展的政策部署和既定的发展方向,为“长三角一体化”的制度建设提供新的选择。
In the full sense, the regional cooperation is not done by the government in its own right. In the process of regional development, non-governmental organizations are an extremely effective institutional resource, moreover their advantages are hard to replace. This article advocates the establishment of a partnership of NGO cooperation and intergovernmental cooperation. Such a partnership hopes to take advantage of the ambiguous boundaries, flexible structures, flexible means, inclusiveness and high levels of membership heterogeneity of non-governmental organizations to resolve various contradictions and problems in intergovernmental cooperation. The participation of non-governmental organizations will fully rely on the foundations and accumulated achievements of inter-governmental cooperation and will provide new options for institutional building of “integration of the Yangtze River Delta” in accordance with the policy deployment and the established development direction of the Central Committee on the development of the Yangtze River Delta.
