2012年全国水土保持工作取得显著成效,水土流失防治高效提速,新水土保持法全面实施,重点地区生态功能逐步修复,水土保持基础性工作成果丰硕,水土保持生态文明意识进一步增强。面对新形势,我们需要树立水土保持生态文明自觉观念、提升水土流失综合防治水平、推进水土保持基础性工作、宣传水土保持生态文明、推动水土保持机制创新和水土保持信息化工作。与此同时,要进一步完善水土保持法配套制度体系、强化水土保持监督管理、加快水土流失综合治理步伐、提高水土保持社会化管理水平。
In 2012, remarkable achievements were made in water and soil conservation in China. Efforts were made to speed up the prevention and control of soil and water loss. The new law of soil and water conservation was fully implemented. The ecological functions in key areas were gradually restored. The basic achievements in soil and water conservation were fruitful and the awareness of ecological civilization in soil and water conservation was further enhanced. In the face of the new situation, we need to establish the concept of soil and water conservation of ecological civilization, enhance the comprehensive prevention and control of soil and water loss, promote the basic work of soil and water conservation, promote the ecological civilization of soil and water conservation, and promote the innovation of soil and water conservation mechanisms and informatization of soil and water conservation. At the same time, it is necessary to further improve the supporting system of soil and water conservation laws, strengthen the supervision and management of soil and water conservation, speed up the pace of comprehensive management of soil and water loss, and raise the level of socialization of soil and water conservation.
