1991年,贵州毕节地区8家邮电企业,家家亏损,亏损总额达123.8万元,占当年固定资产原值3.4%的价值被填进了“穷窟窿”。到了1992年却一扫愁颜,7家扭亏为盈,剩下的一家县局也显著减亏,全区首创盈利121.7万元的纪录,这在贵州全省大半数县级邮电企业仍然陷于亏损“窟窿”的状况下,不啻是霪雨中的一缕晴空。他们这篇大文章的“破题”就是:以市场为导向,靠竞争求发展,审时度势,开拓经营。
