随着企业改革的逐步深入,企业法的实施,在理论和实践的结合上如何正确确立和处理行政与工会两者关系,已是企业内部的“热点”问题,也可以说是一个“难点”问题。之所以这样说,一是因为老做法显然不能沿用,而新方法有待探索;二是因为两者关系的处理,理论上好讲,实际工作却不容易处理。我的看法是,行政与工会的关系,虽然要靠两方面的共同努力,但从两者在企业中的地位和作用来看,矛盾的主要方面在行政。在处理两者关系时,行政方面要抱积极、主动的态度。就我厂
With the gradual deepening of the reform of the enterprise and the implementation of the enterprise law, how to correctly establish and handle the relationship between the executive and trade unions on the combination of theory and practice has become a “hot issue” within the enterprise and can also be said to be a “difficult point” problem. The reason for this is that one is obviously that the old practice can not be followed and the new one remains to be explored. The other one is that the relationship between the two is treated well. In theory, the actual work is not easy to deal with. My view is that although the relationship between the executive and the trade unions depends on the joint efforts of both parties, the main aspect of the contradictions lies in their administration from the perspective of their status and role in the enterprise.
