由于历史的种种原因,当前我国农村小学的教师学历水平、结构层次、职业道德水平、课堂教学素质以及教育科学能力等都存在着较大的差异,教师队伍的总体状况尤其是整体素质难以适应新一轮基础教育课程改革的需要,也严重影响和制约了教育质量的提高和素质教育的实施。新课程的实施像一场及时的春雨,焕发出勃勃的生机与活力,为广大教师提供了学习、改革和发展的机会,也对广大教师提出了挑战性的要求。因此,全面提高农村小学教师队伍的整体素质, 加速建设一支适应全面实施素质教育要求的高素质的教师队伍巳迫在眉睫。
