一、人民代表素质的意义与构成各级人民代表大会由人民代表组成并通过会议的形式集体行使权力。人民代表的素质如何,直接关系到人民代表作用的发挥,进而关系到国家权力机关有效地行使国家权力,影响到人民代表大会及其常委会的权威。因此,代表素质的高低是测定社会主义民主进程和政权建设成就的重要标志。目前,人民代表素质不够理想已成为制约人民代表大会整体机能发挥

Significance and Composition of the Quality of People’s Representatives The people’s congresses at all levels shall be formed by people’s deputies and exercise their power collectively through meetings. The quality of the people’s deputies is directly related to the role played by the deputies of the people and thus to the effective exercise of state power by the state organs of power and the authority of the People’s Congress and its standing committees. Therefore, the level of representative quality is an important symbol of determining the progress of socialist democracy and the building of political power.
