全国人民代表大会八届四次会议通过的《关于国民经济和社会发展“九五”计划和2010年远景目标纲要》指出,“以增加铁路运输能力为重点,充分发挥公路、水运、空运、管道等多种运输方式的优势,加快综合运输体系的建设,形成若干条通过能力强的东西向、南北向大通道”,为跨世纪我国交通运输发展确定了目标,指明了方向,表明建设综合运输体系已经得到了政府的肯定并成为国家发展的目标和方针。面向21世纪,交通运输将进入一个新的历史发展时期。按照我国政府提出的可持续发展战略,进一步加快各种运输方式的建设和发展,不断完善综合运输体系,提高现代化水平,这是我国交通运输发展的总目标。
